ADMISSION DIRECTIVE FOR STUDENTS FROM ABROAD

(It has been admitted by Dokuz Eylul University Senate Decision No. 438/7 of 17.03.2015 and date.)

PART ONE

Purpose, Scope, Base and Descriptions

Purpose

ARTICLE 1- (1) The purpose of this directive is to identify the admission criteria of the students from abroad to Dokuz Eylul University’s undergraduate and graduate programs.

Scope

ARTICLE 2- (1) This directive covers the provisions that will apply to the students who want to study at Dokuz Eylul University and the candidates who will be accepted within the frame of the student quotas.

Base

ARTICLE 3- (1) (Değişik:SK-09/02/2016-453/07)This directive has been prepared on the basis of Article 14 of the Higher Education Law No. 2547 and  Provisions related to the admission of the Foreign Students determined by the Presidency of the  Board of  Higher Education .

Descriptions

ARTICLE 4- (1) In this directive,

a)      Senate : Dokuz Eylul University Senate

b)      University : Dokuz Eylul University

c)       DEYÖS : Admission Exam performed by Dokuz Eylul University for the International Students

d)       (Değişik:SK-09/02/2016-453/07) Executive Board: The Executive Board of Dokuz Eylul University.

 

PART TWO

Application, Exams, Assessment and Registration Procedures

 Application requirements of DEYOS exam and required documents for application

ARTICLE 5- (1) Provided that applicants are in senior year of high school or is a graduate;

  1. Those who are foreign citizens,
  2. Those who are Turkish citizens by birth and have received expatriation permit from the Ministry of Internal Affairs, and their minors registered at the expatriation document who can prove that they possess the document related to the usage of the rights granted based on the Turkish Citizenship Law,
  3. Those who are foreign citizens by birth and have been admitted to Turkish Citizenship by naturalization and have dual citizenship,

ç)  Those who are Turkish citizens, and have completed the last three years of secondary education (high school) before 01.02.2013, and have completed all secondary education after 01.02.2013 in a foreign country other than Turkish Republic of Northern Cyprus (TRNC) (Including Turkish Schools established within the Ministry of Education),

d) (Değişik:SK-09/02/2016-453/07)Those who are TRNC citizens, residing in the TRNC and completed secondary (high school) education (high school) in TRNC and have GCE AL exam results, and the ones who have or will have GCE AL exam results by enrolling and being educated at other country high schools between 2005-2010

are admitted for application.

(2) The ones who will apply according to paragraph 1 of this Article, must certify their status until the last application date. The applications of the candidates who cannot provide or certify their status or do not fulfill the application requirements conditions will not be considered. These candidates are not registered even if they are placed to a program.

Announcement of Applications

ARTICLE 6- (1) Instructions and dates of exam and applications are announced every year at the web site of the University. Applications are made as specified at the announcement.

Quotas, exams and assessment of applications

ARTICLE 7- (1) International student quotas for the University associate and bachelor degree programmes are determined by the senate upon the proposal of the relevant academic unit. (No quotas are reserved for METEB associated programs.) In case there is no application to a certain programme or the quota not being filled, the unused quota is not transferred to other programmes.

(2) Placement process for candidates who applied on international student quota, is made by the University according to the Student Admission Exam (DEYÖS) results by starting from the highest score based on the point type and quota. In case of equal points, priority is given to the candidate who is younger. Placements cannot be made according to any other exam except DEYÖS.

(3) DEYÖS exams composed of 100 multiple-choice questions are prepared in Turkish and English by Buca Faculty of Education or if necessary by other institutions or organizations with the decision of the University Senate. Exam time is 150 minutes. Correct answers are taken into account in the calculation of points, false answers not considered. Number of correct answers for each subject are used to calculate the standard deviation and the mean, (by setting the average of the distribution to 50 and the standard deviation to 10), the standardization process is applied for the subject. Standardized values are multiplied by the following coefficients and quantitative (SAY), verbal (SOZ), and equally weight (EA) points are calculated for each candidate.

 Candidates may choose from,

With the Quantitative points (SAY), programmes that admit students based on YGS-1, YGS-2, MF-1, MF-2, MF-3 and MF-4 score according to the OSYM guide,

With the Equal Weight points (EA), programmes that admit students based on TM-1, YGS-5 and YGS-6  score according to the OSYM guide,

With the Verbal point (SOZ), programmes that admit students based on DİL-1, DİL-2, DİL-3, TM-2, TM-3, TS-1, TS-2, YGS-3 and YGS-4 score according to the OSYM guide.

               To be able to choose a programme, the candidates must have at least 50 (fifty) points from the type of the points related to the programme.

(4) (Değişik:SK-09/02/2016-453/07)

a) Exams are valid for one year starting from the exam date. Candidates can choose maximum 8 (eight) programmes in line with the point type determined in the paragraph 3 of this Article.  
 b) Special requirements related to Faculty / School departments are determined by the decision of the senate.
c) Additional placement can be implemented for the vacant quotas in other programmes except the ones which admit the students with special talent.

                (5)(Değişik:SK-16/06/2015-444/03)Candidates who are applying to departments requiring special skills, In addition to the above general conditions, must succeed Special Skills Examination given by the University faculty / school. Candidates must receive minimum 30 (thirty) points from DEYOS verbal (SOZ) score to enter the special skills exams.

Announcement of results, objection to exam results and registration

ARTICLE 8- (1) Results of exam and placements are announced on the University's web page and final registration at the specified dates  are done by the Central Student Affairs Department.

(2) Objection to exam results must be submitted to the unit administering the exam within 5 (five) working days.

(3) Candidates who are not enrolled during the registration dates are considered to have lost their right to register.

(4) A letter of acceptance is issued to candidates who are entitled to enroll in the university.

            Required documents for registration

Article 9 (1) The following documents are required for registration:

a)   The original of high school diploma or temporary certificate,

b) Diploma or equivalency certificate confirmed from the Ministry of Education, Provincial National Education Directorates or Foreign Representative,

c)   Education visa

ç)   Bank statement showing the payment of the tuition,

d)  (Değişik:SK-09/02/2016-453/07) 6 (4.5 x 6 cm) size, colored portrait photographes,

e)   If available, Turkish proficiency certificate,

f)  Foreign language proficiency certificate, for the applicants to the programmes taught through a foreign language,

  1. A document that shows proof of adequate financial means to support a living in Turkey
  2.   Medical report should be taken in accordance with specified conditions related to the Department.
  3.   Residence Permit
  4. Copy of the expatriation permit for those who are Turkish citizens by birth and have received expatriation permit from the Ministry of Internal Affairs
  5. Document showing the admittance to Turkish citizenship (identification registry document) for those who are foreign citizens by birth and have been admitted to Turkish Citizenship by naturalization and have dual citizenship,
  6. Certified copy of the passport,
  1. GCE AL certificate of TRNC citizens placed according to DEYOS exam results,

(2) If it is determined that any of the statements or documents required for registration is false, the students who is registered to the university is dismissed from the university.

 Education fee and health insurance

 Article 10- (1) Tuition fee that is charged to the students is determined by the Council of Ministers and the University Executive Committee decision,

(2) Students enrolled for the first time, can have general health insurance by applying to the provincial directorate of social security in the province of their school within three months of their initial date of registration.

Turkish proficiency levels

ARTICLE 11 (1)  The candidates to be able to start their studies, they must have the following Turkish proficiency levels.

Level C1 : Turkish is sufficient. You can start studies.

B1 and B2 Level: Turkish can improve in a short time. Begins studies but until graduation should improve the Turkish proficiency level to C1.

A1 and A2 Level: Turkish is insufficient. Final registration is made but right to studies is deferred one year.  After 1 year, the ones having a minimum B1 level of Turkish can start studies, but until graduation their Turkish proficiency levels must improve to C1.

(2) (Değişik:SK-09/02/2016-453/07)Applicants must certify their proficiency in Turkish with DEDAM, TÖMER document or with Turkish Proficiency Certificate provided by Yunus Emre Institute. If not documented, the candidates have to take the Turkish Proficiency Exam administered by Dokuz Eylul University Language Education Research and Application Center (DEDAM) to determine their proficiency level.
(3)  (Değişik:SK-09/02/2016-453/07)Turkish Proficiency Certificate is not required for the candidates that have completed their high-school education in Turkey.

 Foreign language prep SCHOOL

ARTICLE 12- (1) Candidates who have the right to register to the programmes taught completely or partially through a foreign language and who have the certificate of the central foreign language exam administered by OSYM or OSYM equivalent accepted by the Board can ask for exemption from the foreign language prep school by applying to The Faculty of Theology Dean for the Arabic language, Directorate of the School of Foreign Languages for other languages. Candidates who do not have an acceptable foreign language certificate  or who do not have any certificate must take the foreign language proficiency exam to be exempt from the foreign language prep class.  Those who fail to satisfy the necessary requirements are subject to provisions of the Regulation on Principles of Higher Education Institutions Foreign Language Education and Foreign Language Instruction.

 PART THREE

Various and Final Provisions

Provision which has not state in directive

ARTICLE 13- (1) In case of no provision found in this directive, the provisions of the Dokuz Eylul University Associate Degree and Bachelor’s Degree Education and Exam Directive and related regulations apply.

Enforcement

ARTICLE 14- (1) This directive enters into force after the acceptance date by the Dokuz Eylul University Senate.

Execution

ARTICLE 15- (1) Dokuz Eylul University Rector executes provision of this directive.

 Provisional Article 1 -(Değişik:SK-09/02/2016-453/07) (1) The candidates that are not enrolled in a programme or  got at least 50 points  from DEYÖS in 2015-2016 academic year can apply to programmes without a requirement of re-entry to the exam in 2016-2017 academic year.  The candidates who got at least 30 points as verbal score can apply to the programmes that admit students with Special Talent Exam.
