ADMISSION DIRECTIVE FOR STUDENTS FROM ABROAD

(Dokuz Eylül University Senate Decision No. 438/7 of dated 17.03.2015 has admitted it.)

 

PART ONE

Purpose, Scope, Base and Descriptions

Purpose

ARTICLE 1- (1) (Amendment: SK-16/04/2019-506/08) The purpose of this directive is to identify the admission criteria for acceptance of international students to Dokuz Eylül University’s undergraduate and graduate programs.

Scope

ARTICLE 2- (1) This directive covers the provisions that will apply to the students who want to study at Dokuz Eylül University and the candidates who will be accepted within the frame of the student quotas.

Base

ARTICLE 3- (1) (Amendment: SK-09/02/2016-453/07)This directive has been prepared on the basis of Article 14 of the Higher Education Law No. 2547 and  Provisions related to the admission of the Foreign Students determined by the Presidency of the  Board of  Higher Education.

Descriptions

ARTICLE 4- (1) In this directive,

a) Senate: Dokuz Eylül University Senate

b) University: Dokuz Eylül University

c) DEYÖS: Admission Exam performed by Dokuz Eylül University for the International Students

d) (Amendment: SK-09/02/2016-453/07) Executive Board: The Executive Board of Dokuz Eylül University.

e) (SK-16/04/2019-506/08) Converted Exam Score refers to the grade derived from the conversion of the scores acquired in the international exams, which are determined by the article no. 7, clause no. 4, sub-paragraph (a) of this Directive, into DEYÖS scores in accordance with the sub-paragraph (b) of the same clause.

 

PART TWO

Application, Exams, Assessment and Registration Procedures

Application requirements of DEYÖS exam and required documents for application

ARTICLE 5- (1) Provided that applicants are in senior year of high school or is a graduate;

  1. Those who are foreign citizens,
  2. Those who are birthright citizenship (Turkish citizens by birth) and have received expatriation permit from the Ministry of Internal Affairs, and their minors registered at the expatriation document who can prove that they possess the document related to the usage of the rights granted based on the Turkish Citizenship Law,
  3. (Amendment: SK-16/04/2019-506/08) Except for birthright citizenship in accordance with Articles 6 and 7 of Turkish Citizenship Law No 5901, those who are foreign citizens by birth and have been admitted to Turkish Citizenship by naturalization thus have dual citizenship,

ç)  Those who are Turkish citizens, and have completed the last three years of secondary education (high school) before 01.02.2013, and have completed all secondary education after 01.02.2013 in a foreign country other than Turkish Republic of Northern Cyprus (TRNC) (Including Turkish Schools established within the Ministry of Education),

d) (Amendment: SK-09/02/2016-453/07)Those who are TRNC citizens, residing in the TRNC and completed secondary education (high school) in TRNC and have GCE AL exam results, and the ones who have or will have GCE AL exam results by enrolling and being educated at high schools and college in other countries between 2005-2010 are admitted for application.

(2) The ones who will apply according to clause 1 of this Article must certify their status until the last application date. The applications of the candidates who cannot provide or certify their status or do not fulfill the application requirements conditions will not be considered. These candidates are not registered even if they are placed to a program.

Announcement of Applications

ARTICLE 6- (1) Instructions and dates of exam and applications are announced every year at the web site of the University. Applications are made as specified at the announcement.

Quotas, exams and assessment of applications

ARTICLE 7- (1) International student quotas for the University associate and bachelor degree programmes are determined by the senate upon the proposal of the relevant academic unit. (No quotas are reserved for METEB associated programs.) In case there is no application to a certain programme or the quota not being filled, the unused quota is not transferred to other programmes.

(2)(Amendment: SK-16/04/2019-506/08) Placement process for candidates; who applied for international student quota; is done based on the converted scores from Student Admission Exam (DEYÖS). The priority is given to the highest score based on the point type and the quota. In case of identical points, priority is given to the candidate who is younger.

(3)(Amendment: SK-16/04/2019-506/08) DEYÖS exam is composed of 80 multiple-choice questions are prepared in Turkish and English by Buca Faculty of Education. If necessary, it will be carried out by another institution or organization with the decision of the University Senate. The content of the exam consists of the fields of mathematics, physics, chemistry, biology, history, geography and general culture. The duration of the exam is 120 minutes. The assessment is scored over 100 points, only the correct answers are taken into consideration, wrong answers do not affect the total score. If the candidate has chosen more than one answer for the same question, that question is considered to be wrong. Number of correct answers for each subject are used to calculate the standard deviation and the mean. By setting the average of the distribution to 50 and the standard deviation to 10, the standardization process is applied for that subject. The standardized values are multiplied by 1.25, and a single DEYÖS score for each candidate is calculated.

(4) (Amendment: SK-16/04/2019-506/08) a) International students are admitted to Dokuz Eylül University according to the results of DEYÖS exam or other international exams determined by the senate. The applications done by using different exam results other than DEYÖS, are examined by a Commission of International Relations Coordinator, Dean of the Buca Faculty of Education or assigned experts, under the presidency of the Vice-Rector. The application scores approved by the Commission shall be converted to the DEYÖS exam results by using the formula determined by sub-paragraph (b) of this clause. Applications which are not approved by the Commission, are announced via the internet without written communication.

b)The results of different exams from DEYÖS are converted according to the formula determined below (converted exam score) to the equivalent of DEYÖS.

Abbreviations in the formula

DEUmax: Maximum score DEYÖS (100)

DEUmin: Minimum score DEYÖS (50)

OBSmax: Maximum score of the exam declared by the student during the application,

OBSmin: Minimum score determined by the senate for the exam that the student declared during the application

OBSP: The student receives the score that he / she has stated during the application.

DSP: The student's converted exam score,

Formulized.

c) Special requirements related to the departments of Faculty / School, are determined by the Senatus consultum.

d) Except for the programmes that accept students by special talent exam, additional placement can be done for the vacant quotas. Additional placement status and other matters will be specified in the announcement.

(5) Amendment: SK-16/04/2019-506/08) Candidates who are applying to departments that require special talent, must succeed Special Talent Exam carried out by the faculty / school, in addition to the above general conditions. Candidates must have minimum 30 (thirty) points from DEYÖS or an equal converted exam score.   

            (6) (SK-16/04/2019-506/08) Candidates can prefer a program according to DEYÖS or converted exam score. For the candidates to be allowed to prefer a program, their DEYÖS score must be min. 85 for Faculty of Medicine, min. 80 for Faculty of Law, min. 75 for Faculty of Architecture and Engineering , min. 70 for Faculty of Education programs and min.50 for other program (over 100 points) or they must have a converted exam score which is equivalent for DEYÖS. Candidates can choose maximum 8 (eight) preference in application.

 

The Validity Period of Exams (SK-16/04/2019-506/08)

Article 7/A- (1) The validity period of the exams related to the admission of international students is as follows:

  1. DEYÖS exams are valid for that year the exam is done.
  2. The results of the international exams with University entrance status, which are accepted with the article no. 7, clause no. 4 of this directive are valid for 2 (two) years.
  3. For the scores with international high school status, there is no time limit.

Announcement of results, appeal to exam results and registration

            ARTICLE 8- (1) Results of exam and placements are announced on the University's web page and final registration at the specified dates  are done by the Central Student Affairs Department.

            (2)Amendment: SK-16/04/2019-506/08) Appeal to exam results shall be submitted to the administrating unit within 5 (five) working days. The appeal results are determined within 5 (five) working days.

            (3)Candidates who are not enrolled during the registration dates are considered to have lost their right to register.

            (4) A letter of acceptance is issued to candidates who are entitled to enroll in the university.

Required documents for registration

Article 9 (1) The following documents are required for registration:

a)   The original of high school diploma or temporary certificate,

b)  Diploma or equivalency certificate confirmed from the Ministry of Education, Provincial National Education Directorates or Foreign Representative,

c)   Education visa

ç)   Bank statement showing the payment of the tuition,

d)  (Amendment: SK-09/02/2016-453/07) 6 (4.5 x 6 cm) size, colored portrait photographes,

e) If available, Turkish proficiency certificate,

f) Foreign language proficiency certificate, for the applicants to the programmes taught through a foreign language,

g) A document that shows proof of adequate financial means to support a living in Turkey

ğ) Medical report should be taken in accordance with specified conditions related to the Department.

h) Residence Permit

ı) Copy of the expatriation permit for those who are Turkish citizens by birth and have received expatriation permit from the Ministry of Internal Affairs

i) Document showing the admittance to Turkish citizenship (identification registry document) for those who are foreign citizens by birth and have been admitted to Turkish Citizenship by naturalization and have dual citizenship,

j) Certified copy of the passport,

k) GCE AL certificate of TRNC citizens placed according to DEYOS exam results,

(l) (SK-16/04/2019-506/08) Original and Turkish translation of the international exam results.

(2) (Amendment: SK-16/04/2019-506/08) Candidates are personally responsible for the attestation of the documents and declarations required for registration. In cases where misstated statements or documents are retained, the candidate is dismissed and the registration record is deleted from the University.

Education fee and health insurance

Article 10- (1) Tuition fee that is charged to the students is determined by the Council of Ministers and the University Executive Committee decision,

(2) Students enrolled for the first time, can have general health insurance by applying to the provincial directorate of social security in the province of their school within three months of their initial date of registration.

Turkish proficiency levels

ARTICLE 11 (1) The candidates to be able to start their studies, they must have the following Turkish proficiency levels.

Level C1: Turkish is sufficient. You can start studies.

B1 and B2 Level: Turkish can improve in a short time. Begins studies but until graduation should improve the Turkish proficiency level to C1.

A1 and A2 Level: Turkish is insufficient. Final registration is made but right to studies is deferred one year.  After 1 year, the ones having a minimum B1 level of Turkish can start studies, but until graduation, their Turkish proficiency levels must improve to C1.

(2) (Amendment: SK-09/02/2016-453/07) Applicants must certify their proficiency in Turkish with Turkish Proficiency Certificate. If not documented, the candidates have to take the Turkish Proficiency Exam administered by Dokuz Eylül University Language Education Research and Application Center (DEDAM) to determine their proficiency level.
             (3) (Amendment: SK-09/02/2016-453/07) Turkish Proficiency Certificate is not required for the candidates that have completed their high-school education in Turkey.

Foreign language prep SCHOOL

ARTICLE 12- (1) Candidates who have the right to register to the programmes taught completely or partially through a foreign language and who have the certificate of the central foreign language exam administered by OSYM or OSYM equivalent accepted by the Board can ask for exemption from the foreign language prep school by applying to The Faculty of Theology Dean for the Arabic language, Directorate of the School of Foreign Languages for other languages. Candidates who do not have an acceptable foreign language certificate or who do not have any certificate must take the foreign language proficiency exam to be exempt from the foreign language prep class.  Those who fail to satisfy the necessary requirements are subject to provisions of the Regulation on Principles of Higher Education Institutions Foreign Language Education and Foreign Language Instruction.

PART THREE

Various and Final Provisions

Provision that has not state in directive

ARTICLE 13- (1) In case of no provision found in this directive, the provisions of the Dokuz Eylül University Associate Degree and Bachelor’s Degree Education and Exam Directive and related regulations apply.

Provisional Article 1- (1) (Cancelled: SK-16/04/2019-506/08)

            Enforcement

ARTICLE 14- (1) This directive enters into force after the acceptance date by the Dokuz Eylül University Senate.

Execution

ARTICLE 15- (1) Dokuz Eylül University Rector executes provision of this directive.
